FFBC Donations Procedure
And Guidelines

Introduction
Every year, the Fremont Freewheelers Bicycle Club makes donations out of the proceeds from our Century. These donations do not always follow a formal pattern and are seldom consistent with our Bylaws (Article II “Purpose”). The Guidelines and Donations Committee (“Committee”) proposes the Board establish a percentage of Primavera receipts be used for donations during the upcoming year. The Committee recommends 20% of Primavera revenue net of expenses be used the first year for donations.

Background
FFBC has never put into writing formal procedures for determining donation recipients. Consequently, requests for donations are made informally, throughout the year and final determinations are often made with very little advanced notice to club members. Often recommendations are made by the Board Directors rather than allowing members the opportunity to bring donation nominations to the membership. These guidelines are intended to streamline and form a donation nomination structure but will not affect donations made to organizations or individuals assisting with the business of running the Primavera Century.

Procedures
The first donations committee meeting shall convene subsequent to budget approval, possibly in January or February of the following year. Any FFBC member or non-member may submit proposals anytime throughout the year. The date of the proposed donations meeting will be announced in the club newsletter and an announcement made during the club meeting. A volunteer to act as Chair of this committee shall be selected by the Board prior to the first committee meeting and shall remain as active chair to collect and record donation recommendations. Membership is open to any FFBC club member.

Recommendations will be presented and discussed during the first committee meeting and the Committee's recommended donation recipients will be selected by a majority vote of members present during the first committee meeting. Designated donation recommendations will be articulated in the Club newsletter and a vote will be taken during the subsequent general membership meeting. A majority of members present will determine whether to accept or reject the proposed list in its entirety. If the list is accepted, funds will be distributed by the Club Treasurer; if the list is rejected, there will be a brief discussion at the Club meeting and the list will return to the committee for further consideration. No fine tuning of the proposed list will be done during the Club's general meeting unless members at the meeting explicitly agree to do so by a majority of members present. This process will be repeated until a proposed list is accepted by membership.

Public Meeting for Fremont UPRR Corridor Trail Study, Wed Oct 18, 2006

UNION PACIFIC RAILROAD CORRIDOR TRAIL FEASIBILITY STUDY (PWC 8617)

The City of Fremont is currently conducting a feasibility and preliminary engineering study of the Union Pacific Railroad (UPRR) corridor within the city limits of Fremont to evaluate the potential for converting portions of existing and future abandoned railroad corridor into a Class 1 bicycle and pedestrian trail. The Public is invited to attend a public meeting to kick off the Trail Feasibility Study.

DESCRIPTION OF PROJECT:

The Union Pacific Railroad (UPRR) corridor trail study is between Clarke Drive in the Niles area and south of Warren Avenue to the Fremont/Milpitas City limits, a distance of approximately nine miles. The trail route was identified in the City of Fremont's 2005 Bicycle Master Plan as a priority for implementation and has been identified as a potential trail route since the City of Fremont's 1991 General Plan. The trail has the potential to become part of a citywide trails network to provide alternate transit and recreational facilities to residents of Fremont, as well as visitors to the community. There are also long-term opportunities to connect this trail to regional trail networks such as the Bay Area Ridge Trail, the Bay Trail, the proposed East Bay Greenway trail, and trail alignments along the rail corridor and its potential connection to the City of Milpitas.

The City's design team will make a presentation describing the project overview and existing condition of the railroad corridor. The City will describe opportunities and constraints along various segments of the rail corridor including, identify potential trail alignments and its relative location to the downtown, employment centers, schools, transit centers, shopping centers, parks and major residential concentrations. The presentation will include schedule of the study, preliminary goals of the project, policies and standards, planning issues, preliminary findings of the environmental conditions and potential trail access points. The presentation will also discuss how the trail project could be integrated to current and future City projects such as the BART Extension, Paseo Padre Parkway and Grade Separation Project and Gomes-Central Park Trail & Railroad Signal Crossing Project.

Participants will have opportunities to provide input regarding potential trail alignments and access issues. Public concerns regarding privacy, noise, crime, vandalism and potential impacts to property values will be discussed as well as concerns of adjacent property owners regarding liability, safety and maintenance.

Participants will have the opportunity to provide suggestions in formulating a vision and goals for the project.

Health Announcement

As you may have heard or read that Whooping Cough is on the rise. It is highly recommended that you get your DTaP vaccination if it has been more than ten years and that would include most all club members. As told to me, you do not want this disease which took them more than three months to recover from. I received my booster today. -W.K.
